Monthly Venmo billing

Automatic monthly renewal is the default. Where a recurring Venmo-capable provider is configured, you will authorize monthly billing once. Otherwise Agent Ledger falls back to Venmo_Business_QR for each renewal; QR scans alone never authorize recurring debits.
